From December 30 to 31, 2025, Zhan Dongsheng, Secretary of the Party Committee and Chairman of the Agricultural Development Bank of China (ADBC), conducted research at the Shandong Branch. During his visit, he met with Lin Wu, Secretary of the Shandong Provincial Party Committee; Zhou Naixiang, Deputy Secretary of the Provincial Party Committee and Governor; Zhang Haibo, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor; Liu Qiang, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Jinan Municipal Party Committee; Yu Haitan, Deputy Secretary of the Jinan Municipal Party Committee and Mayor; Liu Yun, Secretary of the Weifang Municipal Party Committee; and other local Party and government leaders. He held separate symposiums at the Shandong Branch and the Weifang Branch to explain the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, supervise high-quality development work, solicit opinions and suggestions, and visit and extend greetings to frontline employees participating in the year-end financial statements.

When listening to the work report of the Shandong Branch, Zhan Dongsheng pointed out that since the establishment of the new Party Committee of the Shandong Branch, it has adhered to the leadership of Party building, pursued high-level progress, and overcome difficulties, achieving remarkable results in various aspects of work, including good business development, high-level cadres, and a strong overall performance. He emphasized that the Shandong Branch should continue to play a leading role and set a good example in all aspects, including Party building, business development, risk prevention and control, and operational efficiency. It should thoroughly study, publicize, and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, the Central Economic Work Conference, and the Central Rural Work Conference. It should clarify its system positioning, set clear goals, and focus on both quantitative and qualitative improvement, continuously transforming from a "large business bank" to a "strong operational bank," a "strong management bank," and a "strong service bank." It should take the lead in business development, firmly grasp traditional agricultural production factors, strengthen marketing reserves, continuously refine its operations, and constantly innovate. It should strengthen risk prevention and control, conduct thorough special investigations, and resolutely avoid violating the "three red lines" of compliant business operations. We must focus on building a strong team, cultivating and selecting outstanding young cadres, continuously strengthening the cadre echelon, constantly optimizing human resource allocation, and strictly managing and supervising cadre education.
