During the 14th Five-Year Plan period, the Agricultural Development Bank of China (ADBC) resolutely implemented the general requirements for Party building in the new era, deeply implemented the Party building leadership project, and integrated Party leadership into all aspects and the entire process of strategic planning, policy formulation, and implementation.

We must resolutely uphold the authority of the CPC Central Committee and its centralized and unified leadership. We must establish and improve the working mechanism for implementing the major decisions and plans of the CPC Central Committee, guide the entire bank to firmly support the "two establishments," resolutely uphold the "two safeguards," and truly ensure that "when the CPC Central Committee makes a plan, the Agricultural Development Bank takes action and provides tangible results in supporting agriculture."

We must unswervingly use the Party's innovative theories to unite and inspire minds and souls. We must strictly implement the "first topic" system and the Party Committee's theoretical study center group system, make good use of mechanisms such as "three meetings and one lesson" and youth theoretical study groups, and combine centralized training with online rotational training to ensure that the Party's innovative theories are deeply ingrained in people's minds and hearts. We must actively cultivate and promote the distinctive culture of the Agricultural Development Bank of China, carry out "four loves" education, and strengthen cultural education to forge a strong spiritual foundation.

We will thoroughly implement the Party's organizational line in the new era. We will coordinate efforts in organization, cadre, and talent development. We will strengthen the standardization and normalization of grassroots Party organization building, and promote the transformation of backward grassroots branches. We will establish a correct orientation in selecting and appointing personnel, always prioritizing political standards, and optimize the structure of leadership teams and cadre ranks at all levels. We will vigorously implement the talent-strengthening project, launch the "1251+N" talent development plan, and stimulate the innovative and creative vitality of talent.

We will promote the comprehensive and strict governance of the Party to a deeper level. We will strengthen the "six coordinations and connections" with the resident disciplinary inspection and supervision teams, improve the "54321+N" supervision and restraint management system, establish a normalized warning education mechanism, thoroughly implement graded management of integrity risks, and carry out in-depth special governance of corruption problems in key areas, promoting the integrated advancement of "three no-corruption" principles (no corruption, no dishonesty, and no corruption). We will improve the institutional system for implementing the spirit of the Central Committee's Eight-Point Regulation and its implementation rules, and relentlessly rectify the "four forms of undesirable work styles." We will earnestly and resolutely implement the rectification of the central inspection and "look-back" reviews, striving to transform the rectification results into a powerful driving force for promoting high-quality development.

Adhere to core responsibilities and main business

Drawing a New Picture of Rural Revitalization

During the 14th Five-Year Plan period, the Agricultural Development Bank of China (ADBC) took serving rural revitalization as its overall guiding principle, focusing precisely on four major areas: food security, agricultural modernization, urban-rural integration, and rural ecological civilization construction, thus writing a new chapter in supporting agriculture and serving the country.

Unwavering in its commitment to safeguarding national food security, the Agricultural Development Bank of China (ADBC) was born of grain, has grown alongside grain, and has expanded with grain, always prioritizing the stable and secure supply of grain and important agricultural products. During the 14th Five-Year Plan period, it established a "whole grain, whole chain, whole bank, and whole effort" service mechanism, issued opinions on serving the new round of grain production capacity improvement initiatives, effectively leveraged the main channel role of procurement funds, and continuously increased credit support for high-standard farmland construction, black soil protection projects, comprehensive transformation and utilization of saline-alkali land, and comprehensive land consolidation across the region. It strengthened financial services around a "broad food perspective," promoted the "bulk agricultural products + cross-border RMB" combination, supported the import of grain and important agricultural products, and cumulatively issued over 1.5 trillion yuan in grain, cotton, and oil procurement loans, supporting grain procurement that consistently accounted for more than 50% of the total social procurement volume. In Heilongjiang, it innovated the "production and sales alliance" model, opening up inter-provincial grain trade channels. In Anhui, it supported the creation of agricultural modernization demonstration zones, promoting high-standard farmland construction and agricultural industry development. In Tianjin, it supported the revitalization of the dairy industry and the construction of intelligent manufacturing, helping to enhance the stable production and supply capacity of agricultural and sideline products in megacities. In Hainan, the government supported a special project to rectify and restore farmland in reclamation areas that had been converted to non-grain or non-agricultural uses, helping to improve farmland quality and safeguard the red line for arable land. In Henan, the government established a stable storage and regulation model for damaged wheat, providing the Agricultural Development Bank of China (ADBC) with solutions for grain storage and procurement in emergency situations.

We are making every effort to consolidate and expand the achievements in poverty alleviation. The Agricultural Development Bank of China (ADBC) launched poverty alleviation loans at its inception and received the National Poverty Alleviation Award for five consecutive years during the poverty alleviation campaign. During the 14th Five-Year Plan period, we are fully committed to ensuring the effective connection between consolidating and expanding poverty alleviation achievements and rural revitalization, maintaining the same level of organizational leadership, support policies, work requirements, and assessment standards. We are focusing on key populations, strengthening mechanisms to connect farmers, supporting key counties, and providing follow-up support for relocated poverty-stricken households. We are continuously deepening the support mechanism of "financing, intellectual support, business support, and emotional support," contributing to the East-West cooperation and the "Ten Thousand Enterprises Revitalizing Ten Thousand Villages" initiative. We have cumulatively provided nearly 2.5 trillion yuan in targeted poverty alleviation loans, with the outstanding balance increasing by nearly one trillion yuan compared to the beginning of the 14th Five-Year Plan. For eight consecutive years, we have received the highest rating of "Good" in the central government's targeted poverty alleviation assessment. In Hunan, we supported traditional village protection projects, helping the "birthplace of targeted poverty alleviation" to accurately prevent a return to poverty. In Shaanxi, we helped transform "small black fungus" into a "big industry," directly providing employment opportunities for relocated residents. In Chongqing, we assisted in the successful inclusion of camellia oil in the "National Geographical Indication Product" list, promoting the camellia oil industry and benefiting local farmers. In Yunnan, we support the development of the avocado industry, contributing to the "10,000 Enterprises Revitalizing 10,000 Villages" initiative. In Xinjiang, we directly boost the income of those lifted out of poverty through the "Internet + Cotton Purchase + Farmers (including those lifted out of poverty)" model.

Precise efforts are being made to advance agricultural modernization. Rural revitalization hinges on industrial revitalization. The Agricultural Development Bank of China (ADBC) has always prioritized supporting rural industrial development. During the 14th Five-Year Plan period, it issued guidelines to fully support rural industrial revitalization, actively supporting the integrated development of primary, secondary, and tertiary industries. The ADBC extended the lifespan of the Modern Seed Industry Development Fund Co., Ltd., established the Hainan Nanfan Breeding Industry Investment Fund, and effectively supported the construction of three national-level breeding and seed production bases: the "Nanfan Silicon Valley," Gansu corn, and Sichuan rice. Cumulative agricultural modernization loans exceeded 1.7 trillion yuan. In Guizhou, it supported the integrated "breeding, propagation, and promotion" project of a national-level hybrid rice seed production base, helping to solve the problems of disconnected germplasm resources and low breeding levels. In Sichuan, we support the construction of a national backbone cold chain logistics base's multimodal transport and warehousing center and supporting facilities project, contributing to the development of a modern rural circulation system.

Multiple measures were taken to serve the integrated development of urban and rural areas. The integrated development of urban and rural areas is an inevitable requirement for China's modernization, and the Agricultural Development Bank of China (ADBC) has always been committed to serving the construction of agricultural and rural infrastructure. During the 14th Five-Year Plan period, the ADBC issued an opinion on accelerating the integrated development of urban and rural areas, established the ADBC Infrastructure Fund Company, and issued bonds supporting urban-rural integration and addressing the shortcomings of county-level infrastructure. The focus was on key areas such as major national water conservancy and livelihood water conservancy projects, upgrading of rural backbone road networks, county-level urbanization, and addressing the shortcomings of rural infrastructure. The cumulative loan disbursement in the field of integrated urban and rural development exceeded 5 trillion yuan, and the outstanding loan balance for the construction of 11 national pilot zones for integrated urban and rural development nearly doubled compared to the beginning of the 14th Five-Year Plan period. In Guangxi, investment and loan linkage supported the construction of major national water conservancy projects, achieving multiple social benefits. In Jiangsu, it supported the comprehensive land consolidation project in Wuxi, helping to optimize the spatial layout of the national territory. In Fujian, it explored the "Fulu Loan" financing model, supporting the reconstruction and expansion of multiple rural roads, effectively serving the construction of "four-good rural roads." In Shandong, it supported the construction of underground integrated pipe corridor projects, promoting the acceleration of addressing the shortcomings and weaknesses of county-level infrastructure. In Zhejiang, an innovative model of "comprehensive improvement + industrial introduction + harmonious villages" is used to support common prosperity projects and precisely promote the development of the Jiaxing-Huzhou urban-rural integration development pilot zone.

Promoting rural ecological civilization construction in accordance with local conditions. In Anhui, it supported the "One House, Two Courtyards" project in Yuexi County, effectively serving the improvement of the rural living environment. In Chongqing, it supported the construction of national reserve forests, helping to create jobs and opening up channels for the transformation of green mountains and clear waters into gold and silver mountains. In Ningxia, it supported rooftop distributed photovoltaic projects, bringing rooftop rental income to local residents and helping the development and utilization of clean energy in rural areas. In Jiangxi, it supported the construction of lithium battery waste residue and tailings disposal sites, helping the "Lithium Capital of Asia" achieve a win-win situation for economic development and ecological protection. In Inner Mongolia, it supported the comprehensive management of coal mining subsidence areas, improving the ecology while driving the development of agriculture, animal husbandry, and the tertiary industry. In Jilin, we support ecological protection and forest conservation in the important Yalu River basin, contributing to the national greening initiative.

We are making solid progress in the five key areas of financial development with distinctive characteristics of the Agricultural Development Bank of China (ADBC). Since the Central Financial Work Conference proposed the five key areas of financial development, the ADBC has issued implementation opinions and annual work priorities, and promoted the implementation of the five key areas of financial development in light of its actual work. We are focusing on learning from and applying the experience of the "Ten Thousand Villages Project," vigorously developing green finance, and innovating the issuance model of "twin green bonds" (green bonds and ordinary bonds with the same maturity). We are focusing on the goal of common prosperity, fully serving inclusive finance, and deeply implementing the project to enhance the service capacity of micro and small enterprises. We are focusing on key agricultural technologies, vigorously supporting science and technology finance, and building an ADBC science and technology finance support system with "three comprehensives and six enhancements." We are focusing on digital transformation, accelerating the implementation of digital finance, with key application systems basically achieving independent control. The ADBC Smart Loan, the Non-Credit Asset Risk Classification Management System, and the Digital Collaboration Platform won the Financial Technology Innovation Award. We are focusing on addressing the shortcomings in rural people's livelihoods, exploring and promoting pension finance, with steady growth in loans to the pension industry. We are helping to build my country's first world-class paternal pig breeding center in Chongqing. We are supporting white-feathered chicken breeding enterprises in Beijing through investment and loan linkage, contributing to the revitalization of the seed industry. The government is supporting a 100MW wind power project in Tibet, the first batch of near-shore deep-water offshore wind power projects in Guangdong, and a source-grid-load-storage project in Qinghai to help achieve the "dual carbon" target. In Sichuan, the government is supporting rehabilitation and elderly care projects to help alleviate the local elderly care challenges.

The Agricultural Development Bank of China (ADBC) has efficiently and effectively completed special tasks assigned by the CPC Central Committee and the State Council. Adhering to a clear political stance, the ADBC has focused its efforts on key tasks and concentrated resources on tackling difficult problems, ensuring it can step up, maintain stability, and perform well in critical moments. Focus on reform and innovation

Its own high-quality development has reached a new level.

Building strong financial institutions is one of the key elements of a financial powerhouse. During the 14th Five-Year Plan period, the Agricultural Development Bank of China (ADBC) thoroughly implemented the spirit of the Central Financial Work Conference, deepened internal and external reforms and innovations, continuously improved the modernization level of its governance system and governance capabilities, and effectively prevented and controlled risks. While effectively serving national strategies and the development of agriculture, rural areas, and farmers, ADBC achieved its own high-quality development.

Reform and innovation have added vitality. We have fully implemented the Party Central Committee's requirements for deepening financial reform, formulated a plan for integrating and optimizing the loan product system and classifying business operations, and fully implemented the classification and accounting reform. We have coordinated and promoted eight internal reforms and supporting projects, achieving breakthroughs in key areas and crucial links. The corporate governance structure, with Party leadership, board decision-making, and senior management execution, has been gradually optimized. We have continuously explored financing models, creating a credit guarantee mechanism to serve national grain storage, a "farmland+" model to support "storing grain in the land," and a "county-wide promotion" model to support the construction of beautiful villages, injecting momentum into high-quality development.

Strengthening the foundation and accumulating potential. We have enhanced the overall management of assets and liabilities, with total assets reaching 1.5 times that at the beginning of the 14th Five-Year Plan period. We have become the third largest issuer of bonds in my country's bond market and the largest issuer of bonds for agriculture, rural areas, and farmers. While guiding social capital back to support agriculture, rural areas, and farmers, our debt structure has continued to optimize. Against the backdrop of fee reductions and profit concessions, we have achieved sustainable financial development, with the preservation rate of state-owned assets remaining stable year after year. Focusing on grassroots construction and basic management, we have successively carried out the "Two Basics" and "Two Transformations" initiatives. Around the four areas of credit, accounting, internal control and compliance, and personnel, we have strengthened standardized and refined management, further consolidating the foundation for high-quality development.

Balancing development and security to enhance strength. Risk prevention and control have always been given top priority. We have actively explored a risk prevention and control system with distinctive characteristics of the Agricultural Development Bank of China (ADBC), deepened comprehensive risk management, and earnestly implemented the "four early" requirements (early detection, early reporting, early isolation, and early treatment). We have made every effort to control new asset growth, reduce existing asset losses, prevent variables, and stabilize asset quality, maintaining a good level of asset quality and continuously improving risk mitigation capabilities. Vertical management of internal control and compliance has been fully implemented, audit supervision has been continuously strengthened, and the construction of a law-based ADBC has been continuously deepened, resulting in a more robust high-quality development.

The 15th Five-Year Plan period was a crucial time for laying a solid foundation and making comprehensive efforts to basically realize socialist modernization. At this new starting point and on this new journey, the Agricultural Development Bank of China (ADBC) will fully and accurately implement the new development philosophy, take comprehensive and in-depth reform and innovation as its fundamental driving force, and take serving the comprehensive revitalization of rural areas as the overall guiding principle. It will strengthen Party building, uphold its primary responsibilities, prevent risks, and strictly govern, providing high-quality services for agricultural and rural modernization, and contributing greater policy-based financial strength to advancing the construction of a strong nation and the great cause of national rejuvenation through Chinese-style modernization.
