Consumer Financial Literacy Questionnaire Survey Report (2025) Released

On December 19, the Consumer Protection Center of the State Financial Regulatory Commission released the "Consumer Financial Literacy Questionnaire Survey Report (2025)" (hereinafter referred to as the "Report"). The Report shows that in 2025, the national consumer financial literacy index was 67.61. Specifically, the average score for financial skills was 69.30, the average score for financial attitudes was 70.62, the average score for financial behavior was 54.28, and the average score for financial knowledge was 76.25.

The report concludes that consumers generally possess a good ability to handle basic financial transactions, but need to further learn and improve new skills to better adapt to the increasingly digital and complex financial environment. Regarding financial attitudes, consumers generally have healthy and prudent financial values ​​and a strong desire to learn financial knowledge and improve financial skills. At the same time, consumers' financial behavior is generally sound, and their grasp of basic knowledge is generally good, but their diversified use of financial instruments and asset allocation strategies need improvement. Their understanding of knowledge requiring in-depth comprehension, involving complex calculations, or intertemporal decision-making is relatively weak.

The report further analyzed the financial literacy levels of different statistical groups. From an age perspective, the distribution of consumer financial literacy follows an inverted U-shape. The 30-39 age group has the highest financial literacy (70.11), while the group over 60 years old has the lowest (62.16). From an urban-rural perspective, urban consumers scored 69.92, while rural consumers scored 63.23. From a regional perspective, the eastern region has the highest financial literacy score (68.45), followed by the central region (67.51), the northeastern region (67.21), and the western region has the lowest (66.99).

It is understood that the "Report" was compiled by the Consumer Protection Center of the State Financial Regulatory Commission, which organized a nationwide questionnaire survey on consumer financial literacy in 2025. The survey data was analyzed qualitatively and quantitatively, and the report aims to comprehensively understand the level of financial literacy among Chinese consumers and further enhance the pertinence and effectiveness of financial education and publicity.
