The No. 1 Central Document of 2025 put forward the requirement to "continuously consolidate and expand the achievements in poverty alleviation." Guided by this policy, Bohai Bank actively practices the concept of "finance for the people," carrying out a series of innovative and effective rural assistance programs tailored to the actual needs of different regions. With the pen of finance, it paints vivid pictures of assistance across the vast countryside. From the North China Plain to the Miao villages of Yunnan, this financial institution is writing a new chapter of "finance for the people" in the new era with sincerity and hard work.
Jizhou: A Path of Poverty Alleviation from "Selling Products" to "Building an Ecosystem"
"We used to worry about not having any industry or income, but now Bohai Bank has helped us find a way, and there is hope for improvement in the village's facilities!" These words from a village official in Guanyi Village, Yuyang Town, Jizhou District, reveal the tangible changes that Bohai Bank's continuous assistance has brought to the village in recent years.
Faced with a village lacking "village-enterprise support, arable land resources, and distinctive agricultural products," the Bohai Bank's village-based work team, since its arrival in October 2024, has prioritized the villagers' aspirations, striving to find ways and projects for the village's development. However, several projects investigated were shelved due to factors such as the stability of input and output. Despite this, the work team, led by the first secretary Liu Yinsen, adopted a novel approach, innovatively proposing a plan to "provide villagers with long-term stable income through high-quality shop rentals." This mitigated the uncertainties associated with agricultural production projects, explored new avenues for rural collective economic development, and increased the village's collective operating income. After finalizing the plan, the work team, together with the local town government, formed an evaluation group. They visited the core business districts and transportation hubs of Jizhou District, conducting repeated inspections and comparisons. Ultimately, they purchased established shops in the core business district for the village and secured long-term stable income through a developer-managed rental arrangement. It is estimated that the shop can bring nearly 50,000 yuan in stable rental income to Guanyi Village every year, gradually improving the village's infrastructure.
Even in the most basic agricultural product sales work, Bohai Bank's support measures are pragmatic and ingenious. Bohai Bank's village-based work team deeply understands the principle of "giving a man a fish is not as good as teaching him how to fish." Drawing on years of practical experience in banking, the team keenly identified key issues in agricultural product sales: while the village's green food center had held internal sales exhibitions with the help of numerous supporting units, it lacked secondary marketing and follow-up customer maintenance. Some potential customers, lacking repeat purchase channels, caused farmers to miss opportunities for stable sales growth.
Upon identifying the problem, the working group immediately took action, utilizing free online programs to build a digital tool matrix for the village's green food center and conducting specialized training to guide employees in establishing customer communities using WeChat for business. "This 'teaching a man to fish' approach not only solved the current sales difficulties but also established a long-term operational mechanism," the head of the village's green food center remarked.
Zengyi Village: A "Little Secretary Feng" Arrives in the Miao Township
In May 2023, Feng Jintao, from the Kunming branch of Bohai Bank, took over the baton of rural revitalization, serving as the first secretary of the village committee of Zengyi Village, Chadian Town, Wuding County, Yunnan Province. Upon arrival, language barriers and cultural differences were the first challenges Feng Jintao faced. But he did not back down. Instead, he rolled up his trousers and went to the fields, sat around the fire pit chatting with villagers, and listened attentively to their urgent needs and concerns. His repeated visits across mountains and valleys, and his patient and meticulous communication, transformed him from a "provincial capital cadre" in the eyes of the villagers into "Secretary Feng," someone they could confide in.
After gaining a thorough understanding of the village's situation, Feng Jintao decided to seek a breakthrough in the assistance work regarding the cultivation of specialty cash crops. He actively contacted the sending unit to secure resources and led the villagers to introduce specialty crops such as marigolds and white kidney beans. His efforts paid off, and the village's specialty industries changed dramatically year by year: marigold cultivation expanded from over 70 mu (approximately 4.7 hectares) in the trial planting to over 200 mu (approximately 13.3 hectares), with the golden sea of flowers becoming a "prosperity flower" for the villagers; white kidney beans and snow peas reached a planting scale of nearly 1,000 mu (approximately 67 hectares). In 2025, marigolds alone brought the villagers over 450,000 yuan in output value, and the once abandoned idle land has now become a "treasure trove."
October 25th this year was Feng Jintao's wedding day. But just three days after the wedding, villagers saw him busy in the village again. It turned out that the groom had only requested three days' leave from his organization for the wedding, and as soon as his leave ended, he bid farewell to his new wife and hurriedly returned to Zengyi Village. "There are so many things to do in the village, and it's the end of the year, so I can't leave many things behind," he said with a simple smile when asked why he returned so quickly. But in the villagers' eyes, this "three-day wedding leave" was more powerful than any slogan.
In Zengyi Village Committee, Feng Jintao knows best who is in trouble. Zhang Dewen, a monitored resident of Guojieliang Village, is an elderly man in his seventies living alone. For the past two years, rain or shine, Feng Jintao has visited him every month without fail to check on his living conditions and find ways to help him overcome his difficulties. The old man said emotionally, "Secretary Feng is like family to me. He thinks of everything so thoughtfully. Now I feel at peace with myself!"
From industrial support in Guanyi Village, a major village in North China, to targeted policies in Zengyi Village, a remote village in Yunnan, Bohai Bank's rural assistance practices are both effective and compassionate. These explorations of localized and tailored assistance methods not only demonstrate the responsibility of financial institutions but also ensure that financial resources truly nourish fields of hope. In the future, Bohai Bank will continue to deepen these beneficial practices, leaving behind more inspiring financial stories on the road to rural revitalization.
