On December 12, the Party Committee of the Bank of China held an enlarged meeting to convey and study the spirit of the Central Economic Work Conference, and, in conjunction with the requirements of the National Financial System Work Conference, to study and deploy measures for the Bank of China to implement these measures. Ge Haijiao, Secretary of the Party Committee and Chairman of the Bank of China, presided over the meeting and delivered a speech.
The meeting required all branches of the Bank of China to earnestly study, deeply understand, accurately grasp, and fully implement the Party Central Committee's ideas, tasks, and policies regarding next year's economic work, strengthen confidence, vigorously implement them, deeply practice the political and people-oriented nature of financial work, focus on the main line of preventing financial risks, strengthening supervision, and promoting high-quality development, and effectively and orderly carry out the 2026 business management work, so as to firmly support the "two establishments" and resolutely achieve the "two safeguards" with practical actions.
The meeting emphasized that the Bank of China should focus on the "eight key tasks" and grasp the "five key areas of focus" to solidly promote the implementation of the Party Central Committee's decisions and deployments. It should actively cooperate in implementing the special action to boost consumption and the urban and rural residents' income increase plan, comprehensively meet the diverse consumption needs of residents, deeply support "new infrastructure" and "major projects," and contribute to building a strong domestic market. It should comprehensively implement the "five major tasks" of finance, strengthen support for the development of new productive forces tailored to local conditions, actively support the intelligent, green, and integrated development of the modern industrial system, and contribute to the comprehensive green and low-carbon transformation of the economy and society and the cultivation of new growth drivers. It should accelerate the enhancement of its global layout capabilities and international competitiveness, actively serve the high-quality joint construction of the "Belt and Road," the construction of free trade zones (ports), and the integrated development of trade and investment, accelerate the international use of the RMB, and contribute to deepening reform and opening up. It should focus on increasing financial support for key areas and weak links such as small and medium-sized enterprises, private enterprises, and agriculture, and promote urban-rural integration and regional cooperation. Adhering to the original aspiration of "finance for the people," it should continuously improve the accessibility and convenience of financial services, increase financial security and improvement of people's livelihoods, and contribute to enhancing people's well-being. We must coordinate high-quality development with high-level security, continuously enhance compliance and risk awareness, and persistently prevent and resolve risks in key areas, serving as a ballast stone for maintaining financial stability. We must deeply practice a financial culture with Chinese characteristics, strengthen positive publicity, and promote a bright outlook for the Chinese economy.
The meeting emphasized the need to consistently uphold the centralized and unified leadership of the Party Central Committee over financial work, and to resolutely implement the spirit of General Secretary Xi Jinping's important instructions and directives, as well as the decisions and deployments of the Party Central Committee. It stressed the importance of firmly establishing and practicing a correct view of performance and achievements, and making every effort to promote high-quality development. The meeting also emphasized the need to persistently advance the comprehensive and strict governance of the Party, and to ensure the normalization and long-term effectiveness of the rectification of issues identified in the central inspection. Furthermore, it stressed the importance of simultaneously addressing Party spirit, Party conduct, and Party discipline, and integrating the rectification of conduct, discipline enforcement, and anti-corruption efforts, relentlessly implementing the spirit of the Central Committee's Eight-Point Regulation, and creating a clean and upright political environment.
